Bury Council’s health and wellbeing team would like to invite local residents and communities as well as Bury based employees, schools and colleges to join in this quarterly open forum and to work together to co-design a solution which will help shape a brighter, healthier future for Bury.

TERMS OF REFERENCE PROPOSAL (V2) September 2020

BURY WALKING AND CYCLING FORUM VISION:

To increase the number of people of all ages walking, cycling and moving more in Bury which contributes towards the Bury Moving Vision of getting 75% of the Bury Population moving more by 2025.

OBJECTIVES

The Bury Walking & Cycling Forum will provide a platform for effective communication and collaboration between members of the general public, including local voluntary, community and faith organisations, supportive businesses/ charities and Bury Council to work in partnership to support and develop opportunities across the life course for increased participation in Walking and Cycling within Bury.

The forum will focus on four key objectives aligned to the Bury Moving: Physical Activity Strategy for Bury (2020-25)

1. Create an Active Society for Walking and Cycling ( Promotion & Marketing )

2. Create Active Environments for Walking and Cycling ( Policy and Infrastructures )

3. Enable Active People through Walking and Cycling ( Community engagement and life course offers )

4. Create Active Systems through Walking and Cycling ( Governance and technology )

The four objectives outlined above will be supported by the following guiding principles:

• Inclusive

• Place-Based Focus

• Equity Across the Life course

• Proportionate Universality

• Evidenced Based

• Engagement and Empowerment

A collaborative approach is needed in order for us to achieve the desired outcomes which create environments and opportunities for walking and cycling as well as supporting behaviour change and opportunities for engagement thus enabling active communities. A collaborative approach will also plan to deliver in those wards where there are high levels of inactivity.

Governance and Engagement

A Bury Community Walking and Cycling Forum engaging members of the Bury community to identify real & perceived barriers to participation across the life course and to share ideas & bring forward suggestions for improving walking and cycling opportunities and increasing active travel engagement within the borough. Issues/ideas raised through this open forum will feed into the quarterly agenda for a Bury Walking & Cycling Sub Groups.

• Bury Community Walking and Cycling Forum will be Co-chaired via councilor’s Charlotte Morris and Clare Walsh.

The Bury Walking & Cycling Sub Groups will discuss the issues/ideas raised within the community forum, define a set of priorities and seek out workable solutions, including sourcing and securing necessary funding, bringing together relevant partners to work on specific projects, and to provide regular updates on developments so that this can be shared and fed back through the Community Walking & Cycling Forum.

• An agreed community and if required a council representative lead (due to capacity ) will be nominated for each of the proposed Cycling and Walking Sub Groups.

The cooperation around co-design, co-production and inter-dependencies between these two groups will benefit our local cultural, social, and economic agenda’s whilst contributing to Bury’s Physical Activity and Sport Strategy 2020-2025 via input and actions from our climate change, infrastructure, transport, community / voluntary and wellbeing partners.

Lead for each of the objectives

A quorum of 50% of the existing membership will be required for all meetings. In the absence of the chair he/she could appoint a deputy. Minute taking will be rotated throughout the membership of the group with the exception of the chair.

ACCOUNTABLE TO

A quarterly report outlining the work and progress of the group will be reported to the Bury Moving: Physical Activity Strategy for Bury (2020-25) governance framework

REPORTING TO

The Live Well lead shall report internally through group and contribute directly to agree Physical Activity and Sport Metrix around Walking and Cycling as outlined in the Physical Activity and Sports strategy.

The Public Health attendee will check and challenge Live Well updates and update the Physical Activity and Sports strategy.

Attending Councilors with Walking and Cycling / Health / Transport portfolio’s will escalate any issues to cabinet.

MEASURING PERFORMANCE

The following indicators will be used to monitor ongoing performance and achievement of legacy outcomes in Bury.

Cycling TBC

• Greater number and / or maintained / improved cycle lanes across Bury

• More people utilising cycling/beelines networks for Active Travel purposes

• Self-led cycle web page views

• Increased road rider ready/ Bikeability courses completed

• Greater number of high school/college students cycling to school/college

• Greater use of open Green space for recreational riding

• Increased number of people cycling in Bury

• Increased awareness of opportunities in Bury to Cycle

• Wheels for all?

 

Walking TBC

• Maintenance or increase participation of a recreational walking offer locally

• Maintenance or increase in walking for active travel purposes

• Increased number of independent & voluntary walking groups

• Greater number of school children and families walking to schools

• Greater number of targeted groups engaging in walking for health

• Greater use of open Green space for recreational walking

• Increased number of people walking in Bury

• Increased awareness of opportunities in Bury to walk

 

MEETINGS

The Bury Walking and Cycling Forum will meet a minimum of four times a year.

The Bury Walking and Cycling Steering working group / groups will meet to address any issues raised in the Walking and Cycling forum.
