In January 2010, Manchester Friends of the Earth submitted an objection to the planning application made by Lancashire County Cricket Club and Tesco Stores Ltd for a Tesco Extra store in Gorse Hill, Stretford.

Manchester Friends of the Earth would like to submit this objection to the application (74393/FULL/2009) lodged by Lancashire County Cricket Club and Tesco Stores Ltd.
Our submission consists of the following four sections:
1) Failure to meet requirements of Planning Policy Statement (PPS4)
1.1) Impact on surrounding district centres (Policy EC13 and EC16)
1.2) Vitality and vibrancy of local centres. (Policy EC4)
1.3) Proposal does not adequately consider sequential assessments (EC15) and dissagregation.
2) Community consultation – Statement of Community Involvement.
3) Impact on Car Use, Traffic and Congestion
3.1) Public Transport (PPS4 Policy EC8)
3.2 Traffic levels (UDP Policy T7)
- a) Trip Generation
- b) Degree of saturation [on junctions] / Ratio of Flow to Capacity
- c) Deliveries by Heavy Goods Vehicle (HGVs)
- d) Supplementary Planning Document (SPD2) A56 Corridor Development Guidelines
- e) Core Strategy Development Plan Document (DPD1)
4) Air Quality (PPS4 Policy EC8 and PPS23)
We believe that our submission clearly demonstrates that the application has failed to meet the requirements of Planning Policy Statement 4: Planning for Sustainable Growth (PPS4) as well as a number of Trafford Council’s Unitary Development Policy (UDP) requirements.
The applicants have failed to meet the sequential test and the proposed store would also have a wholly unacceptable impact on the surrounding district centres. The proposed store would generate increased traffic levels and this combined with poor public transport services for a significant part of the catchment area would result in unacceptable increases in traffic levels. The proposed store will therefore fail to meet the PPS4 objective of delivering sustainable patterns of development and reduce the need to travel (especially by car).
In addition, the planning application are contrary to the provisions of Trafford’s adopted Unitary Development Plan (UDP).
We would urge Trafford Council to reject this application.
