Located to the south of Great Altcar, east of Formby and west of Lydiate, the application for the Lower Alt Wind Farm was submitted to West Lancashire Borough Council in 2015.

Originally a scheme of up to 24 turbines, developers Coriolis Energy have updated the project to reflect feedback from local residents. The current scheme is for:
• 12 turbines
• 136.5m to tip
• 30 – 42MW output
• Offset emissions of up to 40,000 tonnes of CO2
• Could generate enough clean electricity to supply for the needs of up to 23,000 homes1
• Community Benefit Fund = £5,000 per installed MW.

1Calculated using the latest statistics from DECC showing annual UK average domestic household consumption of 4,115kWh and a national onshore load factor of 25. 8%.

See the Lower Alt Wind Farm website for more details.

I strongly encourage West Lancashire Borough Council to positively support this project for the following reasons:

1)    Environmental Footprint: The scheme will be able to offset up to 40,000 tonnes of carbon dioxide along with other harmful pollutants each year.

2)    Land Use Footprint: The turbines and other infrastructure take up only a small percentage of the site – over 98.6% will continue to be used for farming.

3)    Wildlife Protection: A Biodiversity Management Plan will also ensure a net gain for wildlife in the area.

4)    Energy Security: The scheme will be able to generate enough clean electricity to power up to 23,000 homes, equivalent to over half of all households in the Borough.

5)    Affordability: Onshore wind is one of the most cost effective low-carbon power option available to us.

6)    Local Investment and Employment: A Local Suppliers Database has been established to ensure that benefits can remain within the local economy. Local businesses are being encouraged to become involved and benefit from the development.

7)    Community Benefits: A Community Benefit Fund worth £5,000 per MW each year (inflation protected), will be available for Community Grants for good local causes. Potential community benefits that are currently being explored include an Energy Costs Reduction Scheme for the nearest neighbours to the site along with Student Bursaries and Apprenticeship Grants to help young people living around the site. Spare funds may also be available for combatting local energy poverty in the wider area around the site.

8)    Community Ownership: A scheme to enable the local community to invest in and receive a return from the project has been consulted on, and will be explored following consent.

9)    Energy and Planning Policy: The scheme is in accordance with all relevant Local and National Policy, and will make a vital contribution towards the Councils low carbon objectives.

10)    Climate change: the UK’s Climate Change Act legislates for an 80% reduction in greenhouse gas emissions by 2050 and the UK’s legislated Carbon Budgets for the 2020’s are already forecast to be significantly overshot. The Lower Alt Wind Farm’s contribution must be given substantial weight.

For the sake of future generations, we must act now to deliver the renewable energy capacity that we desperately need.
