Time for a Healthy Homes Revolution How the North West of England can lead the way Joint Healthy Homes and Buildings APPG & TCPA Session

This is a time like no other. Awareness of how critical our homes and communities are to health, wellbeing, educational attainment and productivity have been heightened by Covid-19. As we continue to spend so much more time at home, 2021 provides an opportunity to raise public awareness of the relevance of healthy homes to the nation’s improved health and wellbeing. It is time to secure national and local cross-party political support for placing health at the heart of the Government’s future housing policy agenda.

It is obvious that new and existing homes and neighbourhoods need to be healthy and that they should not cause or exacerbate poor health and wellbeing. The pandemic places acute pressure on local authorities, housing providers and developers to deliver hundreds and thousands of sustainable homes. We also know that prioritising health, and strong, local, spatial planning are key to driving a genuinely ‘green’ recovery that ‘levels-up’ equitably. The changes to Permitted Development Rights is an example of Government policy seeking to speed up the delivery of new homes, but without the necessary minimum standards in place PDR presents a real threat to the health and wellbeing of the residents.

The Greater Manchester and Liverpool City Region elected Mayors have the innovation, political ambition and powers to ‘do housing differently’. The North West has unique potential to lead the healthy homes agenda and be an exemplar on how to deliver sustainable, quality and healthy housing, through the forthcoming Spatial Framework and Spatial Development Strategy.

The Healthy Homes and Buildings APPG (HHB APPG) produced its White Paper, Building our Future: Laying the Foundations for Healthy Homes and Buildings with recommendations for Government to place healthy homes and buildings at the heart of its agenda. The Town and Country Planning Association (TCPA) have crafted a draft Healthy Homes Bill, and guidance for councils on how to adopt its Healthy Homes Principles.

Together, the HHB APPG and TCPA have joined forces with the Liverpool City Region and Greater Manchester APPGs, the GMCA and LCR CA and other groups such as Great Homes for Greater Manchester to generate debate and awareness of the importance of healthy housing and to position the North West as a leader in the delivery of high quality, healthy homes and places.
